The tax is proposed to last 10 years and estimated to generate about 90 billion for the government, the majority of that from the ten largest banks. The question is who will really be paying? In all likelihood the banks will use creative accounting to sidestep the tax, as well as share the pain with bank customers in higher fees and tighter rules.

The idea behind the tax is that the Obama administration hopes this fee will give banks and other companies an incentive to whittle down burgeoning balance sheets. Even as President Obama defends the necessity of the bailout in the first place, he has criticized the banking industry for proposing nearly record-breaking bonuses. According to the Associated Press, “Six of the biggest U.S. banks are on track to pay $150 billion in total executive compensation for 2009, slightly less than the record $164 billion in 2007 before the financial crisis struck, according to the New York state comptroller’s office.”

The President is strongly suggesting that banks pay the fee out of the bonus pool, rather than find ways to pass the cost of the fee down to the customer. However, it is more likely that banks will keep the bonuses and find ways around the tax. Some of those solutions could involve risky loans, which is what started this whole mess in the first place.

While the President is insisting that Congress will pass the proposed bank tax, it is hardly a foregone conclusion. Republicans, not to mention the financial industry, is opposing it. And just what will the bankers spend all those billions in bonus money on? According to CNNMoney, at the top of the list is real estate. Bank execs will spend money on swanky New York apartments and European vacation homes. Also on the banking bonus wish list is private school tuition, expensive vacations, boats, cars and Botox. Yes, Botox. Apparently big time bankers need to look wrinkle-free to stay competitive.

Birmingham was one of the most significant cities in the development of the industrial revolution. How did it achieve its position of prominence in early industry.

Birmingham is located in Britain’s largest royal hunting ground, just outside the Forest of Arden. Birmingham town had a very interesting Saxon name. By dissecting the name, Birmingham, we know that during the Saxon’s times a man named Berm and his family – or “ing” – kept their home – or “ham” there.

Domesday Book had the first official mention of Birmingham. Birmingham Manor was a small place, as there were only 9 houses, may be around 50 people, other than the associates of the Lord of the Manor. The boundary of the land having the manor in it is mentioned to be having 4 hides. A hide is supposed to be approximately 120 acres of land. So, there were 480 acres, and not the whole land would be the arable land stated.

Peter de Bermingham, Lord of the Manor of Berm, was granted a charter in 1166 to hold a market every week on Thursday, and given permission to levy tolls on goods and produce sold there. The privilege of holding a fair each year for four days, starting on Holy Thursday, was secured in 1251 for the Manor of Birmingham. Such institutions flourished since Birmingham was on the River Rea at the only decent crossing in the district; therefore, it was a natural centre where track ways (no proper tracks existed) came together. Traders and craftsmen started settling in Birmingham to be close to the market. Since Birmingham was a manor, not a town, no irksome restrictions had to be observed by smiths, craftsmen, tanners, or gunsmiths in the Middle Ages. They could display and sell goods unhindered, enjoying the same privileges held by those who traveled to the increasingly flourishing town for trading. This liberty encouraged those of enterprise and ambition in the neighborhood to go to Birmingham, where they could work with no disturbances and compete with anyone. Thus, the town thrived and grew in the 14th and 15th centuries.

In Tudor times both banks of the Rea were filled with water mills and the workmen of Digbeth, Deritend and the nearby boroughs of Rea used the water wheels to turn the early machines. Here in the UK all training courses related to private security be it individually or for a company, must be regulated by the Security Industry Authority (SIA) and approved by the BIIAB.

SIA main duty is the compulsory licensing of individuals working in specific sectors of the private security industry. On the other hand BIIAB is the wholly-owned awarding body of BII, the professional body for the licensed retail industry.

According to the Private Security Industry Act 2001, section 3, schedule 2. Anyone looking to work as a private security guard, door supervisor or as a bouncer must have a valid SIA licence.

Other activities defined as licensable by the Act are: Cash and Valuables in Transit, Close Protection, Public Space Surveillance (CCTV), Key Holding and Vehicle Immobilisation (Wheel Clamping).

How to apply for a SIA licence?

Before applying for SIA licence to work within security industry, individuals must undergo a structured training course that results in a recognised qualification.

Once the training course is completed individuals are submitted to a test. This test is then sent to the entity responsible for marking, in this case BIIAB. BIIAB will return examination results on the same day which means that individuals will receive their test results in about 2 working days.

Having approved the test individuals can then apply for their SIA licence by filling out the SIA Licence applications. Once the application is received and an examination pass has been confirmed it will take between 7-10 days for the SIA licence to be issued.

Licence in hand you are then qualified to work within the security industry.

One of the most common questions that we hear from our students is: Does my SIA Licence for Door supervisor allows me to work as a private security guard as well?

The answer to this question is yes. The door supervisor licence is valid for both door supervision and security guarding.
